It generally comes from disposable income.
If you have $20k cash in hand to buy a car and can afford a couple hundred bucks a month for payments/spending, you can:
Buy a $30k car by putting $20k down and making monthly payments on the balance but not have money for mods,
Buy a $20k car with cash in hand and use monthly savings/payments for mods,
Buy a $10k car and put $10k worth of mods into it,
Or any other possibilities/combinations of what you do with your money.
Some people make a lot of money but are car-poor or house-poor (all their money goes into paying for their car or house, leaving them no money to spend even though they have a high income). Some people are the opposite, they don't buy more house than they need and they use the extra money for other stuff like savings, vehicles/toys, travel, etc (which is what I do). And it doesn't matter how much money a person makes. Warren Buffet still lives in the same house he's had since 1958. And on the opposite end of the spectrum, some people struggle to get by and can't afford mods at all - it's money wasted when they need every bit they can get.
It all depends on your own situation. It's just personal finances based on your income and priorities.
