This works for my 99 Limited 4x4. I'm not sure if it'll work for other years. I would tell you to pull your flasher relay before ordering to make sure the one mentioned here is the same as yours.
I got myself a fancy new bumper that came with LED turn signals. Of course once I got them wired in, they hyper flash.
The hyper flashing drove me crazy, so I set out to order the stuff I needed to fix it. My understanding was that I needed a resistor wired in to match the resistance of the old incan bulb, so the relay would think a bulb was present, because the purpose of hyper flashing is to tell the driver your turn signal bulb burned out.
I didn't know about new flasher relays that were made to work with LEDs. Seemed much simpler, and it is. Just swap relays.
However, the flasher relay is on the back of the fuse panel under the kick panel by the driver's left knee. A pain in the ass to get to by removing trim and panels and such, I figured I would try something easier.
It worked!
1- Start by taking off the access panel to get to the fuse panel.
2- Turn the key to ON/ACCESSORY, and turn on your turn signal right or left. You should be able to hear the clicking coming from the fuse panel. That's the relay clicking.
3- Reach your right hand up and around the back of the fuse panel. This is what you're trying to grab, and you'll feel it clicking once you get your fingers on it:
4- Wiggle and pull until it comes loose. Once you get it out, this is what you'll have:
5- Compare your relay plugs. I got the adjustable speed one. Make sure the one you get says CF14/EP35.

6- Plug in the new one. This is the only difficult part. You have to remember where you pulled the old one, and feel where to insert the new one. The single top prong goes up. It'll go in like this:
You'll know as soon as your prongs hit the correct sockets because the relay will start clicking, hopefully at a slower normal pace.
