jdm engine , san diego CA questions

Mi 4runner has 280 000 miles and a few problems , like in the mornings you can see a little blue smoke out of the exaust and its getting more and more noticeable over time and i feel i lost some power over the las months , i was wondering if i could replace my engine with a jdm one and like how mich are they going for here in san diego and if having a jdm engine here in california i would be able to pass smog

TJrunner, check out this link to California Air Resources Board webpage explaining requirements for engine replacement / changes. Replacement Parts Guidelines - Aftermarket, Performance and Add-On Parts Regulations

Long story short, you can use the jdm motor but I'd recommend talking with a C.A.R.B. "referee" first, to ensure the engine will be considered a "replacement" rather than a "change."
