Just wondering what the consensus is on some things to do to a newer 4Runner. Only has 11k miles. I know I want running boards and to get some lug locks for the wheels. After that, not sure. Any suggestions?
Just bought a 2015 Trail Premium. What should my first upgrades be?

Depends on what you plan on doing with it?
With running boards, I assume you're not going to be doing any serious off-roading cuz if you were they'd be called tear-off boards.
Lock nuts, stock wheels? Maybe, but nothing I'd stress about.
I'd probably do interior LED lights and maybe the headlights to HID or LED. I'd also ditch the crappy stock tires and swap to a better AT, again, depends on if you plan on doing any off-roading.

Guy I spoke with at the bank I'm dealing with has a 4Runner too. Told me one of the first things he did was replace the air filter and cabin filter. Recommended?

Running Boards? Why? (fwiw, I am not a fan of running boards.)
Lug locks...yeah, in PHX that's probably a wise idea.
You might want to list some of your intended uses for your 4R, that way those who have suggestions know more to provide better suggestions.

Nothing too crazy. Lighter off-roading when going out camping. I'm sure the off-roading will increase with time but nothing serious right now. Only other use is getting me to and from work

Air filter will let loose about 28hp/42 lb-ft at the wheels. Cabin filter will let you smell that new found power better.
Sorry, but everything you've mentioned aren't upgrades, just dealer parts counter guy's wet dream.

If you don't know what you want/ need to upgrade, the answer might be "nothing" for now. Just use it like it is, and with time you'll figure out if you need to do any true upgrades like tires or a rack or armor or whatever.
Or, if you don't need anything just keep reading the forum and you'll find out what you want. Then before you know it you'll have a 6" drop bracket lift on 22s with two snorkels to get you to and from work.

Sounds like you don't need anything but if you are after some personalization I would consider
*PLastidip something (front and rear valence, "4runner" logo, hub cap emblem etc)
*New License plate frame if yours came with one that include the dealer name
*TRD Pro Grill
*Window tint
*Weather Tech or similar mats
*Interior LED lights
*Replace Side mirror glass with part from highlander that has blind spot mirror
*Some recovery gear to be helpful if ever off road
*Paint the Transfer case shift knob "2H, 4H, N, 4L" inlay color or your choice
*Salex organizers
For actual use
*Avoid running boards
*self recovery gear!
*Portable air compressor to allow you to air down tires
*consider a more suitable off road tire
*Sliders give a nice peace of mind along with rear dif. breather extension

changing air and cabin filters in a new 4runner is silly and in a slightly used 4runner probably not needed

In all seriousness A husky rear mat or weather tech mats are a great investment, and the center console divider is a must.
