That’s the fuel filler neck for your gas tank. It’s missing the cover that normally goes over it to protect it. Not sure what the name would be for the protector itself though. Probably called splash guard or something along those lines. eBay will probably have a bunch

Its the rear bumper splash shield & you will need the mud flap that goes under it. Don’t forget the hardware bolts and clips.
