Any other evidence of the rodent? I'd probably look it over very very carefully you may find they have been eating up your 4Runner more than just the seatbelt. In that case if it's very extensive you may want to see what your insurance will cover.
As for the seatbelt, the 2nd row ones are a hair trickier than the front ones as you have to take off that large 2 piece panel on the inside of the cargo area to get to the seatbelt assembly. It's more annoying than complictated, just take your time and be careful when pulling the panels apart not to break the clips.

The mouse was only in the car for a couple or few days as evidenced by droppings. It actually bite a big chunk out of the plastic to enlarge the seat belt slot, presumably to try to get in and nest there! I stupidly left dog food in the car and the window must have been open one night.... may have been a rat I suppose. But not there any more. Little bastard.

I'd make very sure of that, they typically burrow under seats and carpet and nest behind panels inside the body tearing up the fabric insulation on the backside of panels. I have seen them everywhere from under the carpet to in the headliner. So when you're taking apart the back to replace the seat belt pay attention to those fabric insulation pads, if they're torn up/nibbled I'd suspect they are either still in the vehicle or have been there longer than you may be aware of. Most people don't notice it until either the little guys get killed and stink up (i.e. chewed up in a blower motor, die on a hot day, get crushed under carpeting in the footwell, ect.) and/or their feces/urine/nests stink up the vehicle. Also carefully pull the cabin air filter and make sure they didn't eat a hole through that or make a nest.
