Need an easy way to make this stay

Anyone got a simple easy way to make this mud flap stay on? It's cracked at the bottom where the fastener goes in, not sure how it attaches up top. I have some very strong glue, but it didn't hold it. Tried 3M tape and not much luck with it either. Need it to hold up through a car washer.

Gotta figure out how to attach it with some zip ties. I know your fender flare isn’t really cracked but maybe this video will inspire you..
