How easy is it for someone to turn back an odometer? I found this

Seems low miles for the amount of rust that is underneath. It did come from Pa. so maybe the salt had it's way with it.

It will eventually when the new owner gets it titled, and the previous title shows more mileage than is on the odometer.
If you bought it with less miles on the odometer than you sell it for... well. Bank error in your favor. Your morals will come into play.
Um...NO...I bought the vehicle used with 11k miles on it...I currently have 55k miles on the OD. By the time I go to sell the vehicle I expect to have about 150k miles on the OD. If I wanted to be dishonest I could just say it has 150k miles. That's not out of line for a 9yo vehicle (I'll reach 150k miles before 9 years).

Exactly the same thing just happened to me this Saturday. Pissed me off more than anything else. My kids got car sick on some curvy roads, we were late, and this was just the cherry on top.
Ordered a cheap obd2 scanner from eBay to check for codes trown (AutoZone doesn't do that anymore). Wonder if a dealer can reset it back to actual mileage? Otherwise have to get a "non-actual" mileage title.
Funny to see trip meters show more than the odometer...

I know that the mileage is stored in the odometer unit, because if you get a new unit they can set the new unit to whatever # necessary. I don't know if they don't want to do that on an existing unit because it is not allowed, or because it's technically impossible (highly doubt that).
The car just ran out of the extended warranty and I'm not throwing any $ away if I don't have to.
Yes OD = Odometer.
As I said there wouldn't be any codes thrown. This has NOTHING to do with the OBDII (On Board Diagnostic II). Your mileage and function is store in in the OD.
The cheapest thing to do (which I did) is do NOTHING. What harm is it going to do? I just kept note of what my mileage was when it happened. And I'll fully disclose this to anyone I sell it to. The only harm can be if you're dishonest and try to swindle someone by selling a car with a rolled back OD. I had 171k miles on my truck when it happened. I now have over 50k miles. I plan on keeping truck at another 100k miles at least. It still runs PERFECT.
I would not worry about it either way, 20K is nothing for these cars.
When was the last time you brought your car to a repair shop? They must have documented your mileage, so at least you have some records to prove it's actual mileage.

You may want to get in touch with a company that rebuilds instrument clusters? I know they often require the old odometer reading to program into the rebuilt units, so I assume they somehow have the software/hardware to correct such an issue?
I have it fairly well documented with safety and emission inspections.
But I'm really NOT worried about that. I lost significant mileage. I'm not going to be selling this truck until it has well over 300k miles on it. So I don't see how the mileage being documented will have any effect on the sale of the truck. 300k miles is a LOT of miles. Now if I tried to sell it saying it only had 150k miles...that would be a different story.

I notice carfax and state title transfers flag possible odo tampering based on previously recorded mileages. Dealers that do it have possible federal legal trouble but I don't know about individuals.
I sold my car to a used car dealer long long ago. His check bounced and I went and picked it up the very next day with 40K miles removed along with the gas cap. That was back in the days of mechanical odos.

Individuals can be fined also. And if you try to sell it without disclosing the actual mileage...then you can sued and/or arrested for fraud.
You can still roll back the OD. Just buy an OD with lower miles. When I was researching the OD problem 2 years ago I ran across several ads on E-Bay selling instrument cluster with the stated miles. You have to wonder who's buying them.
I have a friend in upstate NY who owns a Nissan dealer. He got the franchise rights to that area when the other Nissan dealer got caught (several times) rolling back OD's. The feds came in and shut them down and the owner and several other employees went to jail and had to pay some serious fines.
As I said I'm NOT going to cheat anyone. If I was I surely never would have disclosed anything in an open forum. Nor tell how many miles I had on the OD (171k miles) when it reset itself. 4runner now has OVER 230k miles but the OD only shows 60 something K miles. When I go to sell it in a few years...it'll have over 300k miles..but the OD should only be showing about 130k miles. In 3-4 years 130k miles wouldn't be unreasonable and wouldn't raise any flags if I tried to sell it saying it only had 130k miles. It's in EXCELLENT shape and runs perfect.
