If you find anything reasonable distance to Philly I'd be willing to help you out too with giving it a look. Let me know. I'm pretty slow from now until after new years.

I'm in Cleveland, TN it is about 20 minutes north of Chattanooga. I haven't found anything in my area that I've liked. I looked at a 01 Sport where I live but it really didn't bowl me over.
 
Make sure you check places like autotrader in addition to Craigslist. That's where I found mine and the guy said he didn't receive many calls on it before I got in touch with him.
 
I have a 98 4runner with 261K on it. Original Engine, and transmission fluid. No work on either so far. They last forever.

I would look for a west coast car, this thing must have a ton of rust on it. My bolts are all rust free even though I drive it in Tahoe alot.
 
I think we may have a deal he finally has agreed to go have the inspection done and let me pay the dealership over the phone, why is Carfax and auto check so dang expensive. If everything checks out I should be driving it home Monday.

What do you mean a ton of rust?
 
In my opinion, you can save money by buying a cheaper, stock truck that's in way better condition, not missing parts, and is mechanically sound.

With the money you save from that, you've also saved the money you'd have spent on fixing this black 99. You could easily have enough to do the same mods, or better ones, especially since you'd have to buy new tires anyway.

My $0.02.

I know I looked at going that route as well, I was planning on buying a stock 99 last week but the dealership it was at kept dragging their feet. If this one doesn't work out I will probably go back to that one if it is ready.
 
what are you going to use it for? are you gonna wheel it and scuff it up regularly? if not i would honestly pass altogether. if you are gonna wheel it and mess it up more, 6 tops i would say, 5000-5500 would be better. considering the amount of stock things missing, messed up, etc im guessing you are just going to keep finding more things like that after you buy it. how are the rear axle seals? i would take it to the nicest toyota dealership in the area and tell them you want to fix everything, they will find anything thats even halfway done for you so you know. then leave, but use their quotes that they gave you on the items as part of your low ball.

but in my experience people who cant bother to fix $20-40 things like wipers and antenna's probably didnt keep up all that well on the more expensive maintenance either. i would honestly pass and wait for a better cared for one myself, way too many red flags on this for me.
