I also have a 98 Volvo XC V90 that has the black plastic trim that goes down the sides and around the bumpers See here

This black stuff is very faded. Is there something I can use to bring it back to life??

I've found products like Meguiar's Clean Shine and Protect (now replaced by NXT) to be helpful. If you have some 303 Aerospace Protectant, you could try it, too.
 
you could also use some basic amor all, it would give it that just detailed look, but when it rains youll have to redo it. Also black shoe polish works. And last but not least, there is a product called "back to black" sold at your local autoparts store, all enexpensive, check them out.
 
My plastic flares get kinda faded but about once a momth I use Stoner's Trim shine and it really brought the color back but you do need to reapply a little over once a month but that's not too bad. I also had luck with Mother's Back To Black trim restorer.
