I have a good friend who does inspections (and has a lifted 1st gen 4Runner) and he's always told me there's no way they could pass a truck with a solid axle swap because of the rules for altered suspension.
I'm sure it's possible to find a shop that would do it if you looked long enough, but for me it wouldn't be worth the hassle you'll get from the State Police. I used to get pulled over all the time just for a set of Flowmasters on a Trans Am.

I'm very hesitant about altering my exhaust in anyway because of that. I don't want some ridiculous, loud straight pipe, just something to sound a little better, but I don't want to deal with a Trooper on a bad day.
For my Uncles mid-life crisis, he bought himself a tow-horse for his boat; a Suburban with a 6 inch suspension lift matched with a 3 inch body lift and he would get harassed all the time (even though I think I remember him coming in below the requirements).
