parking light question

wondering if it was just a year issue or do the parking lights (signals in the bumper) only come on as running lights in 05 or newer? I have an 04 and mine do not come except for when the signals are on of course! I have a friend at church (that has an 05) that his are on all the time and they look really nice! I would like to get mine on all the time also! thoughts?

It depends if your vehicle is equipped with Day Time Running Lights (DRL).
Some 4Runners are equipped with DRL's and some are not.
