I communicated with the seller and send him payment via paypal on 2 May. Since that time he has neither shipped the item nor refunded my money and is no longer replying to email.

How did you send the money? As sale of goods or a gift? If you sent it for goods file a claim with Paypal. If you sent it as a gift, you're SOL.
