Possible missing part under steering wheel

Hi Guys,

I recently had some work done on the 4Runner and not sure if this correct but is there a missing part here?

Also, had to put back in to other trim pieces that the mechanic left sitting on the rear passenger floor, not too happy about that.

Mine doesn't have anything there either. I'm the only one to have taken any of that apart since it was bone stock, including the radio that I just replaced which involved removing that knee bolster panel.

That tab is a mounting location for a cover that only came on european models.
