Proper rear air bag installation question

I have the Firestone kit, and I am about to install them. The instructions say to cut the bump stops in the springs down. Are the air bags supposed to contact the bump stops when sitting level and no load? IOW, should the air bags occupy the complete vertical space inside the rear springs? I have seen posts where the person has not cut the rubber bump stops down completely, that leads me to believe that if one does cut them down all the way, there would be room between the top of the installed air bag and the bump stop.

It doesn't matter if they take all the space up. The bags work by filling the space between coils and keeping the spring from compressing.
