That's as cheap as you'll find anywhere. Decent bulbs too. Here is the order of halogen bulb good-ness, the percent being how much more light you get than with a stock bulb:
+50%: Philips Vision Plus (achieves its extra performance by increased luminance, not lumens. See this article:

+30%: Philips Premium, Osram Silverstar (European marked only - see note below)
+20%: Osram/Sylvania Xtra Vision, PIAA Xtreme Whites, Osram/Sylvania Silverstar (North american market only - see note below)
+0%: Philips Bluevison, Osram/Sylvania Cool Blue, Osram/Sylvania Halogen Plus, and OEM bulbs like GE.
-10%: PIAA Superwite
The European Silverstars have clear glass and the NA Silverstars have blue tinted glass. The blue tinting actually steals light output away from the bulb. The Philips Vision Plus bulbs are the best you can get for Halogen, and are available in Canada.
Try eBay for the better ones. If you just want an easy cheap upgrade, I'd say go to Pep Boys and get the Silverstars. 20% isn't bad anyway. Don't get the PIAA Superwhites, they are actually worse than your OEM bulbs. The PIAA Xtreme Whites aren't bad, about the same as Silverstars.
