I believe TSB's are only covered by the dealer if your vehicle is still under warranty. Recalls, however, usually resolve safety issues and are always covered by the manufacturer.
If anyone has heard differently, let me know. I will more than likely be hitting 36k miles this weekend and will be out of my bumper-to-bumper warranty period.

You can have a dealer do the work related to a TSB any time, but it's only free on Toyota's dime during the warranty period that applies to the parts involved. For an example beyond the 3/36 basic warranty, the stinky sulfur exhaust smell is covered by the 8/80 emissions warranty because the catalytic converter is part of that problem. A TSB is not a recall - it's just a known solution for a common problem.
In order for Toyota to cover it under warranty, your vehicle must exhibit the symptoms described in the TSB. You can't be doing it can't as a preventative measure just because other people have had the problem.

If the service writer and tech is nice about it, they will replace the part according to the TSB. I had the A/C magnetic clutch relay TSB done on my other car. Prior to that I spoke with service manager who agreed to do it.
But there was an anal and p***k assistant manager who wanted to refuse the swap and was trying to stop me from getting it done when I took my other Toyota in for it. He pretty much told me what toto stated in his post.
It's definately a "your mileage may vary" to get TSB work done if the problem doesn't exist.
