hmm, only thing i can say is take it in and have the service manager follow the owner's manual instructions to verify it does the opposite. once that has been done, you can ask for either a new one that works correctly or have them troubleshoot it, or gasp... live with it.
since it doesnt follow owner's manual specs, then i would suppose that is grounds for defective part and subject to replacement.

just by off chance does your owners manual show the instructions correctly or incorrectly for your 4runner?
if it shows correctly, then we have division of models internally.
ie: SE toyota distributor has different options packages than say west of the miss. river.
if it shows incorrectly, then we have a internal wiring problem or defective units.

After looking into the 2003 Navigation Manual...Uhhggg I have 50 million manuals for this truck. But anyway, mine states:
1. Volume Control Button.
Push the +/- to adjust the volume.
2. Quickly Press the Up or Down to seek a station. To select a preset station, push and hold the Up or Down button.
But if you are in Cassette Tape Mode, if you push the switch 10 times, you turn the skip function off.
........What is a Cassette Tape anyway?......Before I get beat up...JUST JOKING!!!! :zoom:

Oh yeah, before I forget.....Don't copletely count on your 2003 manuals. For the 2003 Navigation Manual, it discusses the DVD changer. After going round and round with Toyota about where I can find this DVD changer, they told me the manuals were printed before the final options were finalized. :wtf:
But after :bash: and :twak: and :soapbox: , they did tell me I could order the Lexus changer and it would work.

in your manual and in actual operation yours does the following

in my manual and in actual operation mine does the following
radio:
quickly pressed = select preset station
hold till beep = seek a station
so it seems, depending on if you have a dvd/nav system or non-dvd/nav system, your buttons operate differently.

well at least we can narrow it down a bit better now. apparently the steering wheel controls are setup differently depending on configuration. now people wont go nuts trying to figure out why some work one way or the other.

i re-read some of the earlier posts and i think it has to do with the nav system. the standard radio works like the jbl system w/o nav. only time it differs is if you have nav system installed

I agree. I have the standard radio. If I push the arrow buttons quickly, it searches through all of the radio stations. If I hold down the arrow buttons, it scans through my preset stations. My volume buttons just adjust the volume and if I hold down the mode button, it turns my radio off. I only have the option of loading in one CD so I cannot tell you about that.

I also looked in my 2003 manual (Owners Manual) and it also has for all radio's if you quickly hit the up or down, it seeks the stations. If you hold down the button it selects the next preset stations. But my manual starts at 183.
You would think they would be a little consistant on this LOL. I think they just want us to think we are all going crazy
But little do they know, we have this group to figure this stuff out out

My 209 is section 1-9 and talks about Operation of Instruments and controls. There is nothing in there about the steering wheele radio controls. LOL, but I did learn I have a tissue box holder in the center console glove box

and do you know the coin holder is removable? and the top of the center armrest has a fold out burger tray for the driver.
anyway, it seems the owners manuals are different between radio/jbl/nav models. my manual actually has a section on the remote buttons.
page 183 in my book talks about the tire pressure warning system.
page 191 starts the car audio system (1-8)
page 209 is the start of audio remote controls (steering switches) and has a picture of the remote buttons.

well i think we have it narrowed down depending on your owners manual.
if you have page 209 and section on remote buttons then you have this config:
1. preset adv (quick up/dn arrow)
nodak (jbl synth)
jharris (std radio)
se4runner (jbl synth)

and i dont think it has anything to do with year as 4runner2003 is a jan-04 and mark86 is a jan-03 (1 year diff). only thing different between the 2 is the nav system. i speculate they changed the config in 1 yr so that the old std radio has the same config as the nav systems and everything else has the other updated config.

other option is that mark86 has a mis connected remote buttons. jharris has a 02 runner std radio and his works like #1 while mark86 works as #2 and they are both std radios with about 1 yr diff.
the only common thing is the nav system. and mark86 just throws everything for a loop for his unique situation. why would they change the buttons mid year and then revert back. if i could get some more inputs about radio type (std / jbl / nav) then maybe we could get a more solid answer.
