I live in the rust belt capital of S/W Ontario.
- liquid calcium & Winter road salt will destroy cheep steelies / from both sides
- all I use is aluminum OEM alloys / never had a problem, as you described

Wife's used '08 RAV4 v6 came with these 17x6.5" steelies, for winter / now heavily rusted & deep flakes, of corrosion - cheaper grade manufacturing steel & poor primer & paint, may be evident here plus a general lack of washing & care. Junk rims where replaced with OEM alloy takeoffs.
- I now have new Firestone Destination Le2's mounted on 2013 Highlander OEM 17" alloy rims

^^ 2013 Highlander 7-spoke rims (17x7.5" takeoffs), fit perfect:
Loads of mounting clearance & rims adds a measure of newness, to the Gen3 RAV4 look.
- Highlander rims are only half inch wider than original 2008 Limited alloys / not an issue
- Firestone Le2's still tuck inside fender flares, very nicely / for dedicated 3 season use
