on every vehicle I have owned and also the commercial vehicles the recirculate will have some outside air some % like 25 or so.
if your operating in California I find that exhaust smell issue odd with the most strict emission testing in the universe .

No, it's common place. Just because there's laws doesn't mean it's enforced or even remotely controlled. Guys swap back to non-factory intakes/exhausts regularly to "fool" smog. People have crappy cars and trucks that just puke fumes, the larger urban cities are smoggy (even the Bay Area). I just recently visited the Bay Area for the holidays after living up in Bend, OR almost a year and I was starting to get a bit sick during the week I was there due to the filthy air (body hadn't adjusted to it compared to being in OR).
Regulation does not imply enforcement/compliance of the public, it just defines legality. If there's a lack of enforcement and/or an unrealistic expectation incurred by regulation then most likely it will be broken constantly. That's a common occurrence in the "People's Republic of Kalifornia" they think passing regulations means instant and ultimate compliance, in reality it means making most citizens criminals by default and reducing the care of the population to follow laws since they become illegitimate in their eyes.

It's normal, your vehicle is not air-tight; nor is the recirculation system air tight. It greatly reduces the amount of incoming air, but as the poster above mentioned about 25% (I'm not sure how accurate that number is, but I have heard it mentioned a couple times) is let in to provide fresh air and prevent suffocation/low oxygen conditions in the vehicle due to a build up of CO2/CO gases.
I have a 21 yr old sedan that if I was in cali this would require me to go to a special emission station [higher costs] . they put it on the tread mill and check for any pollution as well as any codes or uncompleted emission tests all must be completed. then you have to show that , the cat converters are cali approved .
so in my state this 21 yr old vehicle only gets a safety inspection .. the only way it can fail is on the emissions would be a smokey exhaust.
having been to cali/az I did find vehicles not of cali reg are the ones as you mentioned , that they did put out nasty exhaust fumes. these vehicles had reg of Mexico .
up here in MA it is rare to find a polluting vehicle ,even with the reasonable emissions testing .
trucks have improved greatly on emissions up here.
if you like clean air my area is the place to live .
the HVAC has to have some outside air in any mode to keep the possibility of CO from entering the vehicle by providing a positive cabin pressure .. it is not a number that is available on passenger vehicles that I have seen but I have read this is how and why its engineered.
what are the emission testing rules in OR for a 20 yr old passenger vehicle ?

I'm no longer in SoCal and since it's a 2015 I'm not subject to smog testing anyway....
It's odd though because this wasn't always what it was like when I bought the truck... i'd hit the button and the smell of the outside air would go away. Now it's like it does nothing at all..

when you switch to the rec mode can you hear the door move and also the air flow change ? if not then it maybe defective. lower the fan speed to check it out ,easy to hear this .
up here I do use it , when there is smoke odors from outdoor burning and it reduces the odor but not 100%.
the major bad air up here is when the fall hits , and some burn leaves..
