Rear fender well plastic rattle issue?

Guys,
Whats the best fix for a driver-side, rear fender well rattle from that plastic piece above the tire?

If I go over 40mph or so, I hear this annoying flapping from that plastic piece. It seems like all the clips are pushed in as far as they can go, and I do not see any missing.

What would you handy guys suggest?

can you shake the plastic and replicate the sound in the driveway? You sure thats the source?

I took some self tapping screws and screwed them into tonthe holes in the little plugs and bing bang boom problem gone . I tried to shake the plastic piece and it's in there solid

the Toyota inner fender retainers are sh*t.. my 2016 5 miles on it I removed all those inner toyota plastic inner fenders and the retainers.. I then replaced the inner fender retainers with new ones but did not use the retainer to hold the plastic inner pieces. I placed the plastic inner fender over that retainer then used a s/steel screw and a s/steel washer to lock down the plastic inner fender so it does not move... now you complained about the Noise , MY issue is that as these move the paint and grit will eat at the paint then the rust will rapidly eat away the steel in that area.

no way all these will move .. also I can remove al these inner fender plastic crap just by unscrewing the screws to inspect or get access to the back side.

these retainers are available and cheap on amazon. 9MM sq hole. I used #12screw .
