Filling Bolt Holes
There are factory made screw in plugs for such applications. Or, there's the DIY/custom route.
Get a spare set of bolts, & cut the heads off so that the bolts are just long enough fo fill the holes to full depth. Then take a Dremel & cut a slot into the tops of your newly modified bolts. Said slot will be operating in lieu of a proper flathead screw slot.
Once you've tested the fit, & are happy with your new, flush, bolts, you can put a touch of silicone or LOW strength Loctite onto them, & you should be GTG. The holes will be sealed, but useable at a later date should you choose to reinstall the deflector.
If you want to get fancy, you can prime & paint your new bolts to match prior to sealing them in place.
