Rear Wheel Well/Fender Mud Shield Missing?

New guy question...sorry if it's a stupid one...

So I noticed today, while washing off some debris/mud that I seem to be missing a piece of shielding in my rear-right wheel well. At the link below are two photos. The first is the rear-left well that has the plastic shield piece, the next is the rear-right that seems to be missing that piece.

My question is 1) worth worrying about or is it cosmetic? and 2) anyone know the exact part I should order? I've been on Toyota parts site, and am having trouble finding the exact piece. Looks like it goes right above the rear quarter panel mudguard (#23 in this diagram?) perhaps, but again, I'm having trouble (new guy) finding the exact piece.

I keep forgetting about this. I noticed this same issue on my 2017. It seems like the dirt would and will sit in the little pocket on that right side. I will be curious as to what others have to say.

You have to think that Toyota didn't put a single part or bolt or flap that they didn't think was needed, for some reason.
