Did the 4 runner get lower with the newer body style?

In '01 the 3rd gens dropped a little under an inch and the 4th gens continued with that ride height.

It was to meet Gov't regulations to have lower bumpers

That sucks. I just came from a lifted Wrangler and it just feels wrong being this low....
