A simple editer like Microsoft Photoshop is all you need.
First crop the photo and then there is a feature to "reduce size". My typical shots start out at 20" by 20" and I knock them down to about 4" x 4". Experiment a little and you'll see how to get the size down.

Sorry I overlooked your post, but teotwaki is on the right track. Basically, If you dont know how to use any editor at all, your gonna have to do some reading. Try google search. But for basics, you can use MS Paint (a program readily available via your Windows XP or other operating system. Look under Start/All Programs/Assessories/Paint.
Once you've opened up Paint, open your jpeg file using Paint. Now click the Image menu and click on Sketch and Skew. Now enter the percentage you want to shrink for both horizontal and vertical. Use the percentage to your liking depending on how big or small you want the image. After you've done this, click on the File menu and save your image. And now, your ready for uploading. Good luck.
Personally I dont use MS Paint. I use Adobe Photoshop CS. Very powerful tool if you know how to use it.
