If I remember right the 1.2a ran LC shocks in the rear instead of Billies for a more oem ride. I looked at his website and the 1.2 regular kit now offers lc shocks in the rear maybe due to shocks being on back order? I run LC shocks out back also and its way better ride than billies IMO. I hate the soft bouncy ride. So many offroad guys get in my truck and are so surprised it rides like an oem truck.
The 1.3 uses upgraded rear shocks for a smoother offroad experience. I dont think you would need the 1.3 unless you want to spend more on shocks that are not really needed but do perform good.
