Space between bottom of bumper and core support

Is there supposed to be any type of plastic cover or splash shield from the bottom of the front bumper to the core support just before the skid plate? I know my 4runner was in a minor front end crash a few years ago when my sister owned it and was just wondering if there was something missing that should be there to help air flow into the radiator?
