That stuff from the manual is a standard CYA type of thing. They are trying to mitigate risk if someone blaming Toyota for them not knowing how to drive.
Although I will agree that you probably don't "need" the locker engaged 90%of the time, for most conditions. Again it all depends on the conditions.
