Steering Wheel Wobbles

Here's what I have installed:

Cornfed 3/2
Nitto Terra Grapplers P265/70R17 @32psi (max is 35)
Spidertrax Spacers

Long story short I had this issue a while back with Ebay style 1.25" spacers. Bought Spirdertrax and was happy with the results (no wobble.)

I then replaced the BFG A/T KO's with Nitto Terra Grapplers and had very irritating steering wheel wobble in the 58-65mphh area. 55 is ok, and 70 is almost un-noticable.

I brought the vehicle back to the shop that installed the tires and had them recheck the balance. They said everything checked out ok.

Today I took the front wheels off to inspect for anything out of the ordinary, and found nothing. I reinstalled using a star pattern, and used hand tools, not an impact gun. I noticed there was no wobble.....UNTIL i was on the freeway at roughly 65, and went over an expansion joint with the steering turned a little bit. Then wobble was pronounced, and even in a straightaway it didnt go away. So I got off the freeway, got back on and drove home...no wobble. It seems like its being induced by bumps at speed.....and won't correct itself.

Any ideas?

I still think it might be the balancing issue. The 4runner apparently is real picky about balancing, and the shop has to have a certain balancing machine. I'm sure somebody knows the name, but it might be worth asking the shop if they have that machine, once somebody names it.
 
I took the vehicle in this morning to have the front wheels road force balanced and found one wheel with 3lbs road force, and one with 23lbs.

The balance according to the machine was off 1.25oz on one side, and .75 on the other of one wheel. The opposite wheel was nearly the same.

I wasnt able to get on the freeway to see the results, but later today I will.
