Strange Braking Issue

About to replace my rotors and calipers w/ tundra parts but here's whats going on:

When I get between 1-10 mph and use my brakes, it feels like a loss of power and a strange sound from the front left area of my hood. It makes a weird strange synced sound everytime, it doesnt sound like something is grinding it almost sounds electronic or possibly hydraulic?

Any ideas if this doesn't go away after I replace the rotors/calipers?

that has the electronic integrated MC right?

sounds like it may have an issue...
