Strobe lights without drilling

Folks,
I recently for a 2018 4runner sr5 and i need to install white strobe lights because i use it for heavy civil construction (i build highways). I dont want to drill anything unto bumper or any drilling whatsoever. I need strobe lights in rear and front. I would want a permanent option nothing that i have to remove when not in use. Any suggestions?

Are you allowed to put them inside behind the glass? That's obviously the least impact option.

I used to be a fleet manager and we had kits that were installed in the parking lights, the led was inserted in the parking light bulb opening and I think they just made a small notch so it didnt get pinched too much.

Sure i can put them wherever i want. I dont want to drill into inside or headlight since it would bring condensation issues etc. Is this what you mean?

Then just get lights that suction cup to the glass, or get a normal flasher kit and insert the leds through the bulb opening
