This is my exact problem as well. Can anyone provide any insight to what might be wrong? I can get to the solid light but when I insert the new key I get that 2-1 blink.
FWIW the FCCID on my OEM Transmitter is HYQ1288X. And this is the key I got off ebay in the first link of the OP:
BTW I have a 2007 4Runner Sport V6 4WD

Got the remote and key programmed, now to get it cut. Does anyone have a recommendation where to get it cut? I haven't looked into a local locksmith, I was going to drop by a home depot or lowes to get it done.

locksmith is the best, lowest risk
they will lecture you that cutting it is not enough to make it work but just tell them to go ahead, no warranty needed

Locksmith is the way to go. I paid $10 for them to cut it. These lowes/sears/home depot joe schmo's don't nearly half the experience the locksmiths have. The guy that cut my key said he's been in business for over 30 years in Austin and didn't recommend me program my own key. He charges $89 to program and $95 for new fob. I told him the instructions are posted online for free and he also asked how much I paid for the key, I told him $30 on ebay.
I must have a dud fob. My panic button only beeps once and have already had to replace the battery. I did buy 2 so thinking of having that one cut to see if the panic button works. But again, I rarely use it and I'm happy with the current configuration.

Did you try it yourself first? I feel like dealers are sometimes skeptical of people walking in with a 3rd party key or something....I don't know, may be just me.

Honestly I don't no if they should refund you. When you go to a place where you didn't buy the key then they are not liable for that key. You hope the key the cut will turn out good but it doesn't always, i know it sucks.
I bought A key and went to ace and they completely messed up the cut. I was only out a few bucks as the 4runner keys aren't too much but there was no guarantees from them.
Anyways gluck.
The way I see it, I took a piece of my property to them to have a service performed. They damaged my property in the process, I don't see how they could be any more liable. It shouldn't matter if I bought it there or not.
If I take my 4runner to discount tire to have tires put on and they break my wheel stud, they are responsible. I didn't buy the 4runner from them, but I took it there for service and they damaged it.
I shouldn't have to play russian roulette with my keys when I take them to be cut.
Lowes or HD won't cut a key with a chip in it.
EASY Fix (broken Loop problems)
Auto Zone is selling Camary key Fobs that look identical to the Runner key fobs. The only thing you need to do is shave off an edge of plastic on the inside where the battery fits. Shave it down about 3/4ths and it will work perfectly. it's a $12 fix for the problem.

This is exactly why more and more stores will refuse to cut any key you don't purchase directly from them, and the ones that do will mostly likely look at you funny and basically tell you that if it doesn't work, it's not on them.
I had to go to 4 different places before I'd find anyone to cut a brass Toyota key that I didn't buy from them.
The reason is that just about every car key is chipped these days, and require two factors of authentication before the car starts (1. that the key fits the lock, 2. that the RFID code matches). This is very much unlike how a wheel stud works.
Blaming the store in this case is going to make it much harder to get the same thing done later on when they institute policies about never cutting 3rd party keys again.
Well I guarantee I'll never be returning to sears to have a key cut. It would be a completely different story if the key wasn't working because of the chip. If they weren't going to take responsibility for their work, then they should have not agreed to cut the key and I would have gone elsewhere.

I am facing the same problem with the sharp shoulders. Did the guy file down all the sharp shoulders? I tried my key the ignition and glove box - wouldn't turn.

I just got back from Lowes and they did it for free. Key works perfectly! The guy there initially said $70 thinking I was buying the key there, so they do have chipped keys and cut them. He just took the key put it in the machine, had it cut, gave it back and said have a great day!
