TE tie down adapters

What are those tie down used for and how?

brandsport.com shows these as mounting to the crossbars. All I can confirm that they do not fit in my 14 SR5 side rail channels.

Trail side rails before '14 were different from SR5 side rails.

This thread is interesting in regard to dealers saying the part that the OP desires is now longer being made?

Interesting as in only three weeks ago I purchased a brand new '13 Trail, which was built in 06/13. Inside the glove compartment were four roof rack hooks sealed up in a single plastic bag. The tag enclosed was labeled on the first line....P/N: 401861 and on next line 8:21 A.M. 05/15/2013.

I'll say I never have used mine. I use motorcycle handle bar web loops instead.
