Is there a relay harness or plugs straight into the original bulb connectors? Can you at least hear the higbeam solenoids clicking?
My 97 4runner will go through phases of starting perfectly fine, to taking 3-5 tries, to now not starting at all. It has had starting issues before, but they would go away before I was too concerned about it.
Most recently it started acting up when it got cooler outside (~60°F so not that cold) and it takes quite long for the engine to heat up, even though I replaced the thermostat recently. Sometimes it will even fire up for split second only to then immediately fail again. I have recently replaced spark plugs, coils, etc.
I am sharing all this because I believe it is a bad starter and planning to replace it soon, but I wanted to share this info with y'all to see if anyone has seen this before and has a different diagnosis. I have seen things like EFI/Fuel Pump relay and fuel pressure issues, but am not sure they fit my scenario.

I just tested the battery with a multimeter: 12.29 volts so still going strong.
