Toyota TPMS

We bought an 07 Camry a few weeks back (uses the same basic TPMS system as the 4runner) and just replaced the wheels with the 2010 SE wheels. My question is why the TPMS light lights during the initial starting of the vehicle in the test phase but does not blink like it usually would if there was an error or it was missing a sensor?

Any toyota techs know this one? Does it just take time to come on?
