Vaccum requirements too high?

So my first and most important task with my new 2nd Gen is to get the 4wd functioning properly.

I have verified operation of all the elctrical component(after having to replace the ADD relay)

The VSV's are operating properly and I am producing about 18" of vaccum at the front differential.

ADD will still not engage. So, I removed the actuator and all of the components seem to move freely.

One small oddity.
It only takes about 5" of vaccum to DISENGAGE the actuator fully, but it took almost 25" to fully ENGAGE the actuator.

Is this about normal or is something wrong with the actuator?

Since the vacuum source for lock and unlock is the same, I'd say the problem is with the actuator.

That was my assumption, just needed a sounding board.

Probably going to just disable/bypass for now. And once I get it on the road I'll get some manual hubs to convert it.
