3rd Year in a Row
This is my 3rd year were i have put up christmas lights on the 4 Runner. I get a lot of thumbs up and smiles. My 7 year old loves it too. I have had NO problems with the police, CHP or sheriff.
I dont think its illegal to put lights on top of your car. I tried looking on google and couldnt find anything.

I had them on my car too and although I am not sure about any laws against lights on top of your car, I know for a fact it is illegal to have any sort of blue light on the outside of your car, hence xmas lights on the outside of your car are illegal (assuming your xmas lights have blue bulbs)
That being said, it is going to take a serious grinch to ticket you for that

Knowing my luck I would find that one cop who WOULD ticket for that.

In california it is illegal to have any lights mounted higher than 46", with the exception of orange marker lights for duelleys. Ive gotten a ticket for having offroad lights mounted on the roof of my old truck because they didnt have COVERS on them. They obviously weren't turned on, in fact I had just bolted the lights on and hadnt done the wiring yet. I even showed the cop the dangling wires and still got a fix-it ticket. Only a $10 fee but still. I think he was pulling me over for the lights but hoping to find something else.
With all that being said, I think even the d**kest of cops probably wouldnt harass you during the holiday season for just trying to add a bit of cheer. The lights arent directional so you wont be blinding anyone. Just avoid emergency colors like red & blue and dont use the blinking ones.
Oh and if you do get a ticket for them, be sure to work in a reference to the cop being 'the grinch' as you sign the ticket
