What is the order of getting these emergency tools?

A come-a-long is much safer than a hi-lift for winching. And easier.

I am in so cal. I have actually needed and used:

Tow strap
Shovel
Tire repair
Compressor to air down and up
Shackles
Jumper cables
TP
Knife
Multitool
Tire pressure gauge
Batteries, AAA and AA

Chains for snow

But do they have the travel needed? Some of these cheap ones only pull for a few feet.

About 10 feet. Will have to pull, reset, pull again maybe.

The version with a pulley pulls 2x as much, 1/2 as far. Still better than a hi-lift for pulling.

What is your goal for this - just weekend trips, overlanding, rock crawling?
Deciding that and your budget will help determine some what of your order. Self safety should always come first. Once you have a first aid and extinguisher then work on recovery.

weekend warrior:
jumper cables (or jumper battery back)
snatch strap
tow strap
recovery boards
winch extension
winch
tree saver
fuel
hi-lift/farm jack would be on of the last items

Overlanding:
jumper cable (or jumper battery pack)
fuel
water
snatch strap
winch
recovery boards
tree saver
hi-lift jack

Rock crawler:
same as weekend warrior, but move the hi-lift jack up as the tendency to brake things increases greatly.

Check local forums and FB groups. You might be able to find some of that gear a little cheaper, and the mighty amazon has all kinds of things available. Like other have stated before, practice using your equipment, so you are so comfortable with it, that when an emergency occurs, you are prepared.

Comms: You need to work in with what ever your group you are running with first. I currently run CB and GMRS. I will be adding HAM soon, just because some groups have one and not the other.

This is AWESOME!!! I am studying right now for the HAM test. And looking this year into a Gaia and a new Tablet. Probably a CB as well, they don't cost much these days.

can the hilift really be used as a winch/come-along ? Will it produce enough power to pull a 4runner out of mud ?

15 foot strap...so 35 feet total
shackles ( 1 pair)
rear hitch with shackle mount
recovery boards
hilift jack and the big foot print thing for a hilift
come a long....thats gonna disappear from truck when winch gets here and installed

ordering b4 the weekend is over.....
winch...the biggest issue is places that say free shipping....does not include alaska...so finding a dealer that will ship and not charge 140....buying local....well that adds about the same...so will suck it up and order from either local or on line.
those blanket things you throw over the winch cable ( brain fart cant think of name)

small compressor for air up tires ( burned out my cheap costco jumpstart compressor thingy

and most likely a land anchor....there are times where there is nothing around me but mud or small tree/bushes in higher elevations

answering myself...on list of things I said a land anchor....well...
last weekend I was with a friend, in his rig and we hit a pocket and sunk big time...all around us felt solid...he had a home made anchor blades as big if not bigger than what you could buy...it just pulled through the dirt like nothing was there.... we dug...retried several times..it was so soupy..we could dig under the truck and it would just fill back in on its own. recovery boards were worthless... but those are good things and have helped me in the past.
finally...we dug a hole big enough for his spare and had that burried...me standing on it...we got out (with winch)
2 lessons....one...bring a better shovel than those little camp shovels...two... bring more beer for when you get out
