What is this part?

There is a rusted and broken part underneath the hood inbetween the brake fluid resevoir and engine area looking down. What is the problem cause and what is this part I need to replace? See attached photos. As you can see the plate just rusted away from one of the blots/studs.

Steering linkage. I wouldn't drive until you get the part replaced. If you do wear a helmet and 4 point harness.
 
And another tip - Get a hammer and get under your rig and start beating on the metal chassis. Anything that gives you better replace.
 
Do you have a link to where to buy this part for a 2002 4runner? Was there a recall on this? How did this rust so quick? Autozone or Advance Auto or website?

So quickly? Your rig is over 12 years old, Toyota only warranty rust for 5-6 years. Regions where they use salt as de-icing will cause rust and corrosion. If you do live in that region you should spray with water hose down once a week or after every trip to remove the salt. People who's anal about corrosion use Saltaway. Good stuff, I use it on the boat after saltwater outing.
 
My 2002 4runner has only 36,000 miles since gas started to get expensive back in 2005. Is there a WARRANTY that covers this at this is a MAJOR component as you said. Isn't this a safety issue if someone gets hurt? Is there any way toyota will replace this under warranty or safety reasons? Complaints about this would be rare since nobody even looks at this area of the car.

I hate to say it but you are pretty much SOL bud. Due to the age of the truck Toyota is probably going to tell you there is nothing they can do about it. I understand the low mileage but think where the truck has been all it's life. Even if only seen a few winter all that salt and grim has been sitting on it since 02.

Talk to the guys in the classified section. I"m sure someone has what you need and is still in good shape also. Deathcouger might have one, or anyone else in the west coast. He has a 00 he is parting out. Should have no issue fitting.

But as said already, that is a major issue that needs fixed ASAP!
