suspension and 3"lift u can fit 285 75 16 tires close to a 33" tire with very minimal rubbing on a corner at full turn

No you'll need to get some new shocks. Click on the link i posted above, (or below). That is the cheapest way to get 3" lift for a 3rd gen that i have found, (that is not a BL).

if you buy one of these lifts kits it says it just has shocks and coils is that all you need? I thought you needed to extend a bunch of stuff like brake lines

with that toytec lift, i think it'd still be best to buy new shocks, so add that to the budget!
