Why does 134a A/C units not work to well

Some work better than others simply because they are either engineered differently or are not operating properly.
NO! R12 will not work in a R134a system.

if a proper vacuum is not done before filling the system through a good charging manifold, you get air in the system which significantly reduces the performance of the ac system, other problems may be moisture in the lines when a re-fill is done, have it leak checked and properly charged and you should be ok
I know the AC in my 3rd gen 4runner blows cold! My wifes 2007 RAV4 is no where near as cold to point where when it's really hot out you need to run it on high just to make it somewhat comfortable.
As for using r12 in a 134 system, no you can't! 134 works at much higher pressures and is actually more efficient if everything is working and designed correctly.

The A/C in my 4runner will freeze me right out of the truck, even on a hot day.

Back when the new A/C gas transition occurred, I remember all the horror stories from 'experts' about how poor the new A/C systems would work due to all sorts of thermodynamic reasons. No way around it, just suck it up and live with it.
Instead we find that they work just as good and in the case of home units, using up to 10X less energy for BTU moved from the old units.
That's the trouble with high tech, to make personal and policy decisions we have to believe the experts whether it is about global warming, wind power, world over population, ethanol, sustainable whatever, etc.
They don't often get it right the first time. Trouble is an A/C success like this leads the policy makers to assume there is a technology or engineering solution to everything. At some point of diminishing returns, increasing the mileage of cars again and again and reducing tailpipe pollution to negligible levels will come with unforeseen consequences.
