My wiper now only works in the highest speed setting. Neither intermittent nor slow speed works at all. Based on what I read, I did replace the relay but it didn't fix the problem. What's weird is, sometimes, if I start the wiper at the fastest speed, I can occasionally switch to the next setting but often it will just stop there. Has anyone experienced the same problem?

This sounds a lot like your wiper stalk is shot. I had the same issue on my old suburban before my 4Runner and that solved it. In that stalk is what equates to a potentiometer that gives you the different speed settings. If those contacts are broken it won't complete the circuit
Thanks and that's what I am suspecting as well.
What's crazy is I see two different part numbers for the stalk 84652-14641 and 84652-14642. They look identical but state the former covers all the way up to 2005 whereas the latter covers 2005 - 2009.

I'm believe the differences are within the settings on the stalk. If you look closely some of the print is different between the two.
Ok for those who are in the market for a new stalk. I ended up buying 84652-14641 for my 2008 as it was readily available and actually cheaper.
They are actually identical except for the print. The only difference is High->on, Low -> Int for the rear window. The internals are identical.
