As others have mentioned: loose nut, windshield replacement, etc. It does look like the drivers side blade is "out-of-sync" with the passenger side from your pic. Did you check to see how far the wiper goes on the "up swing"? If it is trying to jump off the windshield, it sure would need to be adjusted. I just checked my wipers to see if I could reproduce the "off parking" look, but it affected both blades, not just the one. If you just barely tap "up" on the wiper wand for a "mist" swipe, it is possible to have the blades rest just above the parking position. But, the next time you start and stop the wipers, they should both park as designed.
Sounds like a simple fix...loosen nut, adjust blade position, snug nut, test, if ok then tighten nut and enjoy.
