03 turn signal question

So, I have an 03 where the fogs and DRL/turn signals are toward the bottom of the bumper. However since installing my 255/75 before the lift happened...like a week It kinda ripped out that little vent thing in the fender liner on the passenger side.

1. Why isn't the passenger side inner fender sealed? So I don't get water/mud all up in my bumpers business?
2. My little turn signal is like 1/3 full of water at all times...and when offroading the water splashes and blows up my turn signal bulb. Super frustrating.

So, I'm trying to find a way to block that vent there maybe rivet on some plastic on the outside? I'm pretty sure the turn signal is getting water from the back at the connection side of things. I'm tempted to drill a tiny hole in it so it can drain whenever it needs to. What do you guys think? Anyone else have this problem?

I've got the vent gig in my wheel-well, which I believe is what you're referring to, however I have never had any issues with water/mud getting in there and affecting my bulb/housing.
I have a feeling it's for the air intake, I know it's on my passenger side where my airbox is.
