1994 T4R not getting fuel.....

Got a good deal on a 94 T4R and its not getting fuel to the engine. Is there a fuse just for this? How can I check for power going to the fuel pump without dropping the tank? Also noticed fuel gauge is not working.
Any ideas?
Fuel pump doesn't make any noise when key is turned on....

Also, I have checked the 15amp Efi fuse under the hood in the fusebox and it is good.
Previous owner stated that vehicle was running fine , then sat up for 3 months, then wouldn't start, only turn over.....

My nephews truck (89 Toyota pickup) just recently had a similar issue and it ended up being a ground wire from the sending unit in the tank had come loose. I would get a volt meter/ test light and check all the wires to and from sending unit to see if pump is working. If all is good check fuel filter and test fuel pressure if the pump is working
 
I have almost this same exact issue.
1994 V6 3.0

Previous owner said he came out one day and it didn't start. It sat 8 months before I got it.

When I jump FB and V+, the fuel pump runs.
When I open the door inside the air filter, the fuel pump runs.
There are no engine codes at all.
The filter "looks new", as it is black and shiny on a very dirty 4R.
Fuel gauge is not reading, so I'm assuming it just has a bad sending unit.

When it turns over, it will sort of "fire" for about 3-4 seconds...and then die.

If I spray carb cleaner or starting ether in the intake it will run 5-8 seconds and then die.

I've read about COR and MAF and AFM. Any advice on what to check next?
