1999 frame question

Looking into the frame from the back I can see some thinner pieces of steel inside the frame tube. What are those?

Those are probably the flat pieces that two of the hitch bolts thread into. There are two nuts welded to the flat piece inside the frame. The other two bolts just thread into the frame itself. If you take the hitch off, those pieces can be removed--although one of my nuts broke free and was a major PIA to get out. (I was painting the hitch.)
 
Yep, just an assembly aid for installing the hitch. It's basically a 'handle' for the nut, You reach in from the open end of the frame with that handle to position the nut where the bolt is, then tighten down the nut.

It really only works well on initial installation. It can be a real PITA if you're trying to take the hitch off.
