Hello I recently swapped out a bad 2.2 with a newer one but now when I try to start it it only gives one click from the relay. It has the clutch pushed in and full power in the battery .
2.2 swap but won't turn over

go through the wiring and double check ALL of your grounds. The same sort of thing happened with my buddies celica when we swapped the first 22RE into it. We found one ground wire that was disconnected that we missed and than it fired right up. Other than that I'd suspect bad relay or starter.

Had the starter and the relay tested and its good. Can I run a ground wire from a starter bolt and ground it straight to the frame?

You could but that might not be the problem. Ours was just some random ground wire so just check them all
