Another 3.0 timing issue

Just finished heads on 95 3.0

I am 100% positive the the engine was correctly aligned for timing belt install. Distributor inserted at tdc and fired first crank no issues.

Problem-
With distributor rotated all of the way advance, I'm barely getting 5*btdc. I have moved the distributor one notch advanced and now have to go full retard to get to 15*btdc. I can't get 10* and everything with adjust is way off.

Heads done at local machine shop. Cams were replaced with unknown "stock" 3.0 cams. Timing belt dura last (not my choice). I did not check the timing before tearing it down. Runs good at 15*. Yes jumped E1 and TE1 idle is good. Thinking belt or cams... Wth? Starting to lose interest. Suggestions?
