The Federal Government and it's regulations are the funny ones in this case and made Toyota do it! IMO, common sense regulating would have put a limit of some sort like over +20-25 lbs or something on the law.

S10.1 If weight exceeding the lesser of 1.5 percent of GVWR or 45.4 kg (100 pounds) is added to a vehicle between final vehicle certification and first retail sale of the vehicle, the vehicle capacity weight values on the placard required by S4.3 or S4.3.5 and the load carrying capacity weight values on the RV load carrying capacity labels (Figures 3 and 4) required by S9.3 must be corrected using one or a combination of the following methods:

Not that I am a fan of most Fed Regs, in this case the Reg you posted seems to have that common sense limit. In our case, according to the reg, if there was enough weight to exceed (the lessor of) 1.5% of our GVWR ( in my case according to the sticker 6300 lbs or 1.5% x 6300 =94.5 lbs) or 100 Lbs, then no additional sticker was needed. (I got that bright ugly sticker, came off the first day).

Why Toyota still puts on a sticker if the add on's at the dock are under that amount? Overabundance of caution I suspect. Not a bad thing.

Let me, the Real Lawyer, rephrase, using my vehicle and another vehicle as an example. My vehicle has a GVWR of 6300 lbs. 1.5% of that is 94.5 lbs.
Because of all the MODS your vehicle has, it might now be rated at a GVWR of 8,000lbs. (Just an example, don't rag....). Anyways, 1.5% of 8K is 120Lbs.

The Reg says it does not matter. If the additional weight added at the dock is above EITHER 1.5% of the GVWR, OR 100Lbs, whichever is LESS, then you (Manufacturer) MUST put on a new sticker. Very Simple.

So in my case, the added weight had to be over 94.5 lbs. before a sticker was required. But on your vehicle, the added weight had to be over 100lbs in order for a sticker to be required. Even if in your vehicle, the added options only weighed 110 Lbs, (under your 1.5% or 120lbs limit, it exceeded the 100lb limits of the reg, so another sticker was required.). So between the two vehicles, there was a 5.5 lbs no sticker zone.

Now, if you were Toyota, would you trust the normal garage dogs doing additional add on's at the dock to make a decision as to which vehicle gets a sticker or not? I would not. I would say hey, dumb law, but we all must follow it and I do NOT want any mistakes so EVERY vehicle gets a sticker. Limits my liability not only to the Feds, but any possible lawsuits that may derive from a mistake.

And your right, if the weight is reduced, no need for a new sticker......be safe Gary
