. If it is the same cargo net I have, the two hooks go on the D-rings close to the rear seat. The loops on the other side of the net attach under the deck (lift it up and you will see the sites on the underside of the deck). It basically allows you to stick items under the netting to keep them from sliding rather than acting like a pouch in which to place objects. I've found it pretty useless so far.

Not sure if you can use both type nets with double decker cargo set up since i don't have it. But I do have the net that goes across the back and I think it works really well. I was skeptical at first since I've never used a cargo net, but it really works well. It's amazing how much you can toss in it. It can be a bit tricky trying to grab all the grocery bag handles back out of it if they fall in too deep, but it beats everything falling out on your feet when you open that hatch. If you can use the across the back style net with the double decker it might make a nice addition.

both nets
are cool. the one on the upper deck, when I use it, keeps crap from sliding around when cornering, the other one, that attaches close to the rear, really helps to keep groceries from falling out of the back when you get home and open the back hatch.
Also, though I didn't really like doing it, but was in a bind, I used a combination of both when I had something so big that it was sticking out the back hatch. I used the two nets to help keep the hatch down, this helped to keep the hatch from hiting anything while I was driving home form Home Depot with plywood in the back. I have now though, moved my cargo straps to the 4Runner so this will not happen again

The net that sits flush to the floor is REALLY stretchy and works well for odd shaped items that you definitely don't want sliding around the back. Just yesterday, I had two propane tanks under that net and was cornering like I stole it. Also works well for soccer balls, footballs, etc.

My 4Runner didn't come with the cargo nets... any idea where I could buy a set?
I've seen the net that goes across behind the lifgate for sale on web sites, but not the stretchy one that goes on the floor. And I don't know if the across net (which has octogonal mesh) is a good quality factory item or not.
Any thoughts?

you could get it from the dealership at a premium i'm sure. i know some members on this forum are less than thrilled with this 'floor net', perhaps you could persuade someone to sell you theirs.

Mine came with the "stretchy net", but not the one that goes across the rear opening. I had a 2000 Suburban net sitting on a garage shelf, and discovered that it works OK in the 4Runner. It fits fairly well, and works great for holding grocery bags. It doesn't fasten to the load floor at the bottom, but it is two-sided like an envelope made with netting.
One Chevy dealer told me that they have always have unused cargo covers and nets lying around. Year model 2000 - 2004 are all the same.
